On the afternoon of 13th, Jan., Huang Haoming attended the conference at the Great Hall of the People, which was organized by China Association for Society Organization Foundation. Cheng Siwei, Vice Chairman of the National People's Congress, Luo Hao, Vice President of the CPPCC, Li Liguo Vice Minister of Civil Affairs, Jiang Li, Vice Minister of Civil Affairs, Feng Changgen, Vice President of China Association for Science and Technology, and Mo Wenxiu, Vice President of All-China Women's Federation also attended the conference. On the conference, Chen Hong, Chairman of China Association for Society Organization and Li Liguo, Vice Minister of Civil Affairs delivered the important speeches. The General Assembly took the letter of China Association for NGO Cooperation and other organizations, the proposal of China Association for Society Organization "Strengthen social responsibility, build a harmonious society."
The NGO workshop titled “Management, Service and Development” was held on January 27, 2008 in Jia Musi, Heilongjiang Province. The workshop was held by CANGO, the Department of civil affairs in Heilongjiang Province, the Bureau of Civil Affairs in Jia Musi and the Jia Musi Science, Education and Culture development organization.

The workshop was part of the project on “Improving NGO’s Function in China’s Society through Advocacy, Networking and Capacity Building Training” sponsored by the German Church Development Service (EED). The project is aiming at improving NGOs capacity building through policy advocacy, training conduction, capacity building and training of NGO staff, so as to enhance the development of a harmonious society.

There were 110 participants who came from governmental sectors, grassroots NGOs and academic institutions attending the workshop. Gu Nailong, vice director of the Departments of Civil Affairs in Heilongjiang addressed the workshop. Lectures focused on the capacity building of NGOs in the new era and on enhancing the role of government cooperating with NGOs. Interesting lectures were given by Liao Hong, Director of the Bureau of NGO Administration, Ministry of Civil Affairs; Huang Haoming, Executive Director of the China Association for NGO Cooperation; Wang Ming, Professor at the NGO Research Center of Tsinghua University.

The workshop focused on four topics. First, how to regulate NGOs according to the law. Second, what the government should do to further develop NGOs. Third, how to improve the capacity of NGOs. Finally, how to enhance NGOs’ social reputation. Mr Huang Haoming gave answers to some of the questions. Ms. Li Jie and Ms. Zhang Manli , esponsible for the project management at CANGO’s, attended the whole workshop.

The workshop will definitely provide a platform for developing both to governmental service and NGOs’ capacity building and further accelerating the speed of cooperation between government and NGOs.

From February 20 to 29, 2008, a ten-person delegation went to Japan and Korea to study the legal framework and working conditions of nongovernmental organizations. The delegation consisted of two officials from the Ministry of Civil Affairs, six officials from NGO Administration Bureaus in Guangdong, Tsinghai, Tibet, Yunnan, Jiangsu and Inner Mongolia, two representatives of CANGO, i.e. one Deputy Executive Director and one Project Assistant.

The study tour was one of the activities under the CANGO project titled "Improving function of NGO in Chinese Society through Advocacy, Networking and Capacity Building Training". The project is going to last for three years, from June 2007 to May 2010, funded by the Church Development Service (EED), an organization of the Protestant Churches in Germany. The project activities contain macro-policy research, NGO seminars, organization capacity building, and the establishing of an efficient network, so as to improve the policy and legal framework for NGO work and harmonious society development in China.

The study tour focused on government representatives of various levels since especially below the central level there is still a lack of knowledge on NGO development and legal provisions in developed countries. The objective of the study tour was to learn Japanese and Korean experiences, to strengthen the understanding of government officials for the role NGOs play in enhancing social progress, so as to improve the NGOs situation in China.

The delegation started its visit in Tokyo, at the Cabinet Office, of the Japanese government. The Director of the Division of Volunteering Support Policy gave an introduction to the characteristics of NPO and the laws and regulations of NPOs development. A session of questions and answers followed after the introduction; following questions were discussed: the reform of NPOs laws, preferential tax policies, evaluation of NPOs etc.

In the following few days, the delegation visited ten different NPOs, which included the Japan Foundation Center (JFC), the Japan Association of Charitable Organizations, the Coalition for Legislation to Support Citizens’ Organizations, the Japan NPO Center, the Japan Business Federation, the Global Environmental Information Center (GEIC), the Neighborhood Association of Heian-cho, the Japan International Institute for Volunteering Research (JIVRI) etc. The activities contained exchange meetings and outdoor visits. For example, during the appointment at the Neighborhood Association of Heian-cho, they looked around the community surroundings, and the process of meals’ preparation and sending for old aged persons were visited. After the outside activity, the delegation had an exchange meeting on community construction and service with the representatives of the organization. All these organizations provided more details on their work and the related legal framework for NPOs development in Japan.

On the last day, the delegation had a meeting at Sungkonghoe University in Korea. Some professors and students from Democracy and Social Movement Institute joined the meeting. One professor introduced the NPOs development in Korea, and Ms. Yang Yue, Head of delegation, introduced the NPOs development in China. A discussion followed the introduction.

In conclusion, it was a successful and fruitful study tour. The civil affairs officials expressed that the visit was very fruitful, it left deep impressions. The delegation members gained a lot of knowledge and experience on NPOs development. They can now compare the Japanese system of regulation for NPOs with the Chinese one. The report on the study tour will provide valuable reference to solve problems related to the NGO development in China, such as registration, tax system for NGOs, the relation between government and NGOs, and the financing of their work

On 27th to 28th February 2008, at the invitation of Environment and Social Safeguard Division of Asian Development Bank (ADB), Executive Director of CANGO, Mr. Huang Haoming and Head of Research Department of CANGO, Mr. Wang Shicai participated in the ADB’s Safeguard Policy Update (SPU) East Asia Consultation Workshop.

The Workshop was one of the consultation workshops on ADB Safeguard Policy Update with the aims at enhancing ADB’s understanding of stakeholders’ perspectives; establishing shared understanding of safeguard objectives, principles and requirements; and informing the formulation of the updated policies.

There were more that 60 representatives participated in the workshop, including officials from China’s Ministry of Finance, State Ethnic Commission, Ministry of Construction, Ministry of Railways, Ministry of Communications, Ministry of Water Resources and State Environmental Protection Agency, and representatives from academia such as Chinese Research Academy Environment Science, China Agricultural and Wuhan University as well as representatives from Chinese institutions implementing ADB projects. ADB also invited more than 10 representatives from China’s and international NGOs to participate in the workshop to have NGOs’ opinions and recommendations to its safeguard policy update.

On May 12, 2008, the First Plenary Session of the Fifth Board Meeting of CANGO was held in Beijing. Amounting 22 Board members attended the meeting (the total new elected Board members are 25)

The Board meeting presided by Mr. Wang Yue, voted for Mr. Wang Yue, Mr. Zhao Zhongyi, Mr. Huang Haoming, Mr. Pan Dazhou and Mr. Zhang Jianyu as Executive Board of The Fifth Board. Mr. Wang Yue was elected Chairman, Mr. Huang Haoming Vice Chairman. The meeting decided to appoint Mr. Huang Haoming as Executive Director of CANGO, as well as approved that CANGO sets a Public Relations Department, Project Management Department, Training Department, Financial Department, Research Department and International Department. The meeting agreed to the proposal to appoint Ms. Li Jie and Mr. Zhao Daxing as Deputy Executive Directors, Mr. Wang Shicai and Ms. Liu Tongqian as Assistants to the Executive Director. Ms. Liu Tongqian also acts as the Head of Public Relations Department, Mr. Fan Yang acts as Head of Project Management Department, Ms. Zhang Manli acts as Head of Training Department, Mr. Wang Shicai acts as Head of Research Department, Mr. Zhang Jianyu acts as Head of International Department, Ms. Yao Yueling acts as Head of Financial Department. The Meeting approved to invite Mr. Andreas Fulda as CANGO’s international advisor. Finally, Mr. Wang Yue, Chairman of the Board of Directors presented certificates to the new Board members and delivered an important speech. He expressed his hopes that CANGO will make an excellent accomplishment of the 2008 annual work plan and 2008-2012 strategic planning under the leadership and governance of the new Board of Directors.

The Annual Review Evaluation of “The development of harmonious society and capacity building of NGO” project was held in Beijing on May 12, 2008. Up to May 31, 2008, it has been one year of project implementation. Representatives of the project committee, NGO institutions and trainees were invited to give suggestions and ideas about how to go on with good project work.

The evaluation was divided into two parts. One part was the evaluation of the training; the other one was the evaluation of the whole project. For the training part, some of the participants aired their views freely. They suggested that the training needs assessment could employ a professional marketing company to do the research. Then, the needs of the enterprises could be considered for the future work. Thus the training courses’ design could meet the requirements of the market, enabling NGOs to apply for social resource successfully and enhance their capacity building. For the annual review part, after the introduction of the whole year’s work, 23 participants put forward suggestions.

The Annual review evaluation covered the whole process of the year, finding the merits and demerits and giving suggestions to the following phase. We are convinced that good guidance had been given to the project and let it move on smoothly.

The first session of Training of Trainers was held in Beijing from May 08 to 11, 2008. It was one of the activities of the project named “The development of harmonious society and capacity building of NGO”.

We selected 20 candidates who had experience in local NGOs’ work to attend the training. Professional trainers were assigned to give the training on skills, knowledge and attitude so as to enhance trainees’ capacity on NGO career development. Abundant ways of practice were used to inspire their skills on daily life such as brain storming, group discussion, delivering speeches etc. After the training, a brief evaluation was given and the trainees gave a high appraisal to the activity and service.

The aim of TOT was to foster regional trainers. These trainees were very grateful for the excellent opportunity. What was even better, they established contacts with other regional trainers which could be a good way to promote communication and information sharing among them.

The first session of Resource Organizations Meeting was held on May 27th, 2008. There were 28 participants coming from 17 international and national NGOs attending the meeting. It was the beginning of the meeting so CANGO paid much attention on the surveys of these representatives.
Before the meeting, CANGO did a very short survey about the topic, timing, participatory methods and areas they interested in NGO fields. Resource Organizations Meeting was held by Ms. Dagmar Woehlert, the international advisor at CANGO. She explained the meaning of the meeting and hope the meeting would gave an outline of the following ones. Mr. Huang Haoming addressed before the meeting. He gave a clear and short introduction about CANGO and stated the progress of legal framework of NGOs. Then he stated the significance of mutual communication, resource sharing and multilateral cooperation. That’s a gradually process and much more work should be done. Ms. Jin Yan gave an introduction about project VTC so that these participants could get an outline and some recognition about the meeting.
During the meeting, representatives aired their views freely and actively. They discussed their expectations and regulation. It also discussed that the concept of a resource organization goes far beyond that of a donor organization, it includes all who were interested in working together with NGOs, providing resources in terms of time, personnel, volunteers, funds etc.
After the meeting, CANGO made a minutes of the meeting and edited it much more clearly, then sent to all the participants, even those who could not attend the meeting but obviously had interesting in supporting NGOs work.
The initial session of a series of resource organizations’ meetings aims at establishing a network of such organizations and providing a platform for discussion among them. It is also benefit to further promote cooperation, fully mobilizing the resource network.

Sponsored by Heinrich Boell Foundation (hereinafter referred to as the HBF) and implemented by China Association for NGO Cooperation (hereinafter referred to as the CANGO), the second workshop on “NGO and Media Handbook” was held on June 29, 2008 in Beijing.

Based on the actual experience of more than 30 local NGOs, the “NGO Media Handbook” aims at getting to know the contact between NGO and media so as to establish willing contact and achieve a win-win situation. Participants of NGO areas coming from Hei Longjiang province, Gansu province, Guangxi province, Yunnan province, Guizhou province, Shanghai and Beijing as well as reporters attended the workshop. During the workshop, participants aired their views freely. Information sharing, group discussing and mutual activity provide seas of materials to the handbook edition.

Ms. Li Jie, Ms. Zhang Manli, Ms. Jin Yan from CANGO attended the workshop. The handbook will move on compiling and it is expected to be the bridge between NGOs and medias, enhancing communication and development of them.
