The workshop was part of the project on “Improving NGO’s Function in China’s Society through Advocacy, Networking and Capacity Building Training” sponsored by the German Church Development Service (EED). The project is aiming at improving NGOs capacity building through policy advocacy, training conduction, capacity building and training of NGO staff, so as to enhance the development of a harmonious society.
There were 110 participants who came from governmental sectors, grassroots NGOs and academic institutions attending the workshop. Gu Nailong, vice director of the Departments of Civil Affairs in Heilongjiang addressed the workshop. Lectures focused on the capacity building of NGOs in the new era and on enhancing the role of government cooperating with NGOs. Interesting lectures were given by Liao Hong, Director of the Bureau of NGO Administration, Ministry of Civil Affairs; Huang Haoming, Executive Director of the China Association for NGO Cooperation; Wang Ming, Professor at the NGO Research Center of Tsinghua University.
The workshop focused on four topics. First, how to regulate NGOs according to the law. Second, what the government should do to further develop NGOs. Third, how to improve the capacity of NGOs. Finally, how to enhance NGOs’ social reputation. Mr Huang Haoming gave answers to some of the questions. Ms. Li Jie and Ms. Zhang Manli , esponsible for the project management at CANGO’s, attended the whole workshop.
The workshop will definitely provide
a platform for developing both to governmental service and NGOs’ capacity
building and further accelerating the speed of cooperation between government
and NGOs.
The study tour focused on government representatives of various levels since especially below the central level there is still a lack of knowledge on NGO development and legal provisions in developed countries. The objective of the study tour was to learn Japanese and Korean experiences, to strengthen the understanding of government officials for the role NGOs play in enhancing social progress, so as to improve the NGOs situation in China.
The delegation started its visit in Tokyo, at the Cabinet Office, of the Japanese government. The Director of the Division of Volunteering Support Policy gave an introduction to the characteristics of NPO and the laws and regulations of NPOs development. A session of questions and answers followed after the introduction; following questions were discussed: the reform of NPOs laws, preferential tax policies, evaluation of NPOs etc.
In the following few days, the delegation visited ten different NPOs, which included the Japan Foundation Center (JFC), the Japan Association of Charitable Organizations, the Coalition for Legislation to Support Citizens’ Organizations, the Japan NPO Center, the Japan Business Federation, the Global Environmental Information Center (GEIC), the Neighborhood Association of Heian-cho, the Japan International Institute for Volunteering Research (JIVRI) etc. The activities contained exchange meetings and outdoor visits. For example, during the appointment at the Neighborhood Association of Heian-cho, they looked around the community surroundings, and the process of meals’ preparation and sending for old aged persons were visited. After the outside activity, the delegation had an exchange meeting on community construction and service with the representatives of the organization. All these organizations provided more details on their work and the related legal framework for NPOs development in Japan.
On the last day,
the delegation had a meeting at Sungkonghoe University in Korea. Some professors
and students from Democracy and Social Movement Institute joined the meeting.
One professor introduced the NPOs development in Korea, and Ms. Yang Yue,
Head of delegation, introduced the NPOs development in China. A discussion
followed the introduction.
In conclusion, it was a successful and fruitful study tour. The civil affairs
officials expressed that the visit was very fruitful, it left deep impressions.
The delegation members gained a lot of knowledge and experience on NPOs development.
They can now compare the Japanese system of regulation for NPOs with the Chinese
one. The report on the study tour will provide valuable reference to solve
problems related to the NGO development in China, such as registration, tax
system for NGOs, the relation between government and NGOs, and the financing
of their work
.
The Workshop was one of the consultation workshops on ADB Safeguard Policy Update with the aims at enhancing ADB’s understanding of stakeholders’ perspectives; establishing shared understanding of safeguard objectives, principles and requirements; and informing the formulation of the updated policies.
There were more that 60 representatives participated in the workshop, including officials from China’s Ministry of Finance, State Ethnic Commission, Ministry of Construction, Ministry of Railways, Ministry of Communications, Ministry of Water Resources and State Environmental Protection Agency, and representatives from academia such as Chinese Research Academy Environment Science, China Agricultural and Wuhan University as well as representatives from Chinese institutions implementing ADB projects. ADB also invited more than 10 representatives from China’s and international NGOs to participate in the workshop to have NGOs’ opinions and recommendations to its safeguard policy update.
