The Women Leadership Development Project in Linqu County Shandong Province, funded by the United Nations Development Fund for Women (UNIFEM), was a pilot project that used a bottom-up approach, by building up women’s capacity in leadership, establishing and networking for women’s organizations and fostering a better environment of gender awareness. Thus, women’s participation in political affairs was encouraged. In the project implementation period from 2001-2004, various activities were conducted, such as participatory trainings, workshops for women development, networking opportunities and research on women organizations. As a result, the capacity of local women was improved from practical skills for women villagers, management skills for local women entrepreneurs and local women’s organizations, to gender awareness for local officials.
